rtplib2 to XIL API .NET MAPort Migration Guide

Since dSPACE Release 2014-B, the Platform API Package contains an implementation of the ASAM XIL Model Access Port (MAPort) in .NET.
As a consequence, rtplib2 is discontinued and will be distributed for the last time with dSPACE Release 2016-A.
