Measurement State Change Instruments

This library for ControlDesk (Release 2016-B or newer) provides two instruments. These instruments provide same functions of Go Online, Go Offline, Start measuring and Stop measuring. You can change the measurement state even in full screen mode if you put this instrument in your layout.
